In 1996, Akira Shibasaki (HIDEAKI ITO) belonging to the loan department of Aoba Bank’s Yotsubashi Branch is transferred to Housing Loan Administration Corporation (Jukan Kiko), a government-controlled corporation for collecting bad loans of bankrupt housing loan companies (Jusens). In Jukan Kiko, workers from banks like Shibasaki as well as former employees of bankrupt Jusens had been gathered as a team. Their absolute priority is “to collect every yen of bad debts”, the total amount of which is as unimaginably high as 6.78 trillion yen. After the bubble economy collapsed, the government used as much as 685 billion yen of taxpayer money for dealing with bankrupt Jusens’ bad loans, which aroused public anger. As if to repair that blunder, Tokkai (the Japanese nickname for the bad-loan special collection unit) was formed. The team members aggressively fight with vicious debtors benefited from the bubble economy including wheeler dealers, real-estate moguls, and gangsters trying to protect taxpayer money with their life.
